Could well be. That kind of age-based management has a very long tail, and the effect is exacerbated when, as they themselves get promoted, they take their authority with them - because, you know, those younger folks just don't understand how things ought to be done -- why, some of them actually have thoughts of their own!

I dunno. Standard practice at my company is to just fire the poor guys when they hit 50...
